That's according to Sky Sports man Ben Ranson, who says City losing out to Chelsea in the race for the midfielder showed exactly how they operate.

City were assured by Jorginho's agent that the midfielder wanted to join them this summer - a week before he joined Chelsea for £50million.

There he linked up with his former Napoli boss Maurizio Sarri after signing a five-year contract.

It's for that reason alone that Ransom doesn't expect City to make any January signings.

"We know Man City, at the moment, are dealing with issues with their spending," he told Sky Sports News.

"They are, I'm sure, thinking how much they have in the pot and I think that's part of it.

"I also think - and it's one thing they've been consistent with - they will target specific players they want in specific positions.

"They will then only go for the best and a good example of that is with Jorginho.

"They have identified him as a man who could if not replace Fernandinho immediately, take some of the burden off him and be the holding midfielder down the line.

"They made a play for him and as far as the guidance from the club, from Italy and from Napoli, and from his agent, he wanted to come here.

"Then, at the last minute, for whatever reason he went to Chelsea instead.

"Instead of them jumping and panicking and going for their second or third target, they just left it alone and said 'we can't buy the player we want right now so we won't buy it'.

"I think that's generally their policy and has been for the last couple of years."
